No. Load control works offline. Wi-Fi is only needed for dynamic control (OCPP with Tesla) and firmware updates.

Stepwise Tap is a UL-listed Energy Management System. When properly installed, it allows you to omit the EV load from NEC load calculations per Article 750.30(C). Depending on the state you live in, you can also omit other resistive loads from the load calculation.
